I would recommend you to have a detailed and keen look at the manual as everything is explain there with quite a detail.

However, I will give you an overview !!!

"The jog frame is a frame in which to jog easily. It allows you to align the x, y, z coordinate system about a fixture or work-piece that is rotated with respect to the world frame of the robot.

Therefore, it can also be mentioned that the jog frames is one through which you are setting up a specific location of the robot, having an orientation. The jog frame is offering a convenient method through which one can easily move all its parts having a different orientation frame.

In short, it can be stated that a Jog Frame is for jogging while a user Frame is for program positions.

Hey Frankie! I am glad you asked this question as I am delighted to say that I have been using jog frame with my FANUC robot and I gave an angle of 20 degrees as per ground reference. 

Moreover, I would like to elaborate that the user frame is level while the jog frame is also at 20 degrees. So in jog frame I can move parallel with the machine easily, which makes programming much easier..
