The basic test for checking the motor short is as follows.

Testing the direct shorts of the motor winding for induction which is non-brush type motors. Keeping the multi-meter to a value of 30,000 Ohms and touching one test leads for one terminal. Now, each set of the windings must be reading same value in Oh

Please proceed as follows for checking short circuit of a motor.

1. First of all disconnect electricity from the motor. 
2. Check the electrical connection and casing of the motor. Each sort of motor is having its own access type.
3. Keep labels for each and every wire through masking tap or pencil. Make necessary notes
4. All wires must also be disconnected. In case if wires of motor are using slide on terminal connectors, then grasp terminal connectors through needle nose pliers and pull it off through wire terminal.
5. Turn on the multi-meter or ohm-meter whichever you think is best suited. Ohm-meter is reading the resistance values while multi-meter is reading ampere or voltage readings. 
6. Touch either wire of the probe to that of case of motor. If the manufacturer painted the motor's case, then scrape the paint from a small area with a screwdriver and then place the meter probe on the bare spot.
7. Touch the meter's second probe to one of the motor's wire terminals. Read the meter. The meter should read infinite. If not, then the motor's windings are shorted to ground. Repeat this step for each wire terminal.
