You can change system variable value between (0 - 100)  of $Jogovlim in controlled start option. 

You Can define over ride speed in Production Checks 

Menu -- Setup --Prog Select -- General Over Ride and Program Over Ride

You can do it in program like this . But it will be required to put it in every-line for execution. Using a register value is also a good option. 

1: OVERRIDE=100% 
2: L PR[1] 1500MM/SEC CNT100
